In general, this department discovers, list, and appraises all real property in the city. It is responsible for the following tasks:

• Accounts for each parcel of real property within the City of Dover.
• Maintains an in-depth property record card for each parcel including the name and mailing address of the legal owner and the current assessment.
• Up-dates all changes in property ownership.
• Values all land subdivisions upon recording and development.
• Monitors all building permit activity for physical changes to properties that could affect value and recalculates assessed value for parcels changed.
• Causes to be prepared and published, as of May 1, a complete and up-to-date assessment roll of all taxable property in the city.
• Conducts in-house assessment updates of all city properties as directed by Council.
• Collects, records, and enforces the City of Dover Realty Transfer Tax.
